In a major scandal last year, Changchun Changsheng Life

Sciences, a vaccine producer in Changchun, Jilin province, faked production records and used expired material for the production of rabies vaccines over the past four years.

The company was ordered to suspend production, and senior executives

were detained and face criminal charges. The company was ordered to pay fines of 9.1 bi

llion yuan ($1.3 billion) for violations, one of the heaviest fines imposed on a pharmaceutical company over the past few years.

Following the revelations, top officials vowed harsh penalties and reform of the vaccine super

vision system to eliminate loopholes. A new law on the management of vaccines was drafted for review.

Fang Laiying, former head of the Beijing Municipal Health Commission, said he has faith in the overall safety of drugs in Chi

na, but individual cases involving violations of the law can tarnish the image of the whole pharmaceutical sector.

“The government is intensifying its efforts in cases involving violations of drug safety laws, including severely puni

shing criminals and setting up strict accountability systems to improve supervision of the sector,” he said.

Gao, the CDC head, said major infectious diseases such as dengue fever and AIDS will continue to be the priority in disease prevention and control this year.

Beyond “Black Panther,” Marvel’s highlights included “Spider

Man: Into the Spider-Verse” swinging off with best animated movie, as the Sony release topped a pair of Disney sequels, “Ralph

Breaks the Internet” and “Incredibles 2.” “Free Solo,” a hit documentary about daredevil climber Al

ex Honnold, topped the documentary feature category, which also included the Ruth Bader Ginsburg biography “RBG.” In th

eir enthusiasm, one of the filmmakers blurted out an expletive that was promptly bleeped.

”Bohemian Rhapsody’s” other wins came in both sound categories as

well editing. Notably, none of the “Rhapsody” winners thanked credited director, Bryan Si

nger, who was accused of sexual abuse in January, allegations that the filmmaker has denied.

In one of the more expected victories, the team that transformed Christian Bale into former Vice Pr

esident Dick Cheney won in makeup/hairstyling for “Vice.” Visual effects, however, were something of a

surprise, going to “First Man,” the moon-landing drama about Neil Armstrong.

Lacking a host, the producers relied on music and comedy bits to enlive

n the evening, including a duet from “A Star is Born” by Bradley Cooper and Lady Gaga — la

ter the winner for best song — which drew a standing ovation from the Hollywood crowd.

Rudolph, Tina Fey and Amy Poehler introduced Sunday’s

telecast, following Queen and Adam Lambert’s opening performance of “We Will Rock You” and “We Are the Cham

pions.” The “Saturday Night Live” alums riffed off the messy build-up to this year’s awards.

An abundance of drama surrounded the build-up to this year’s Osca

rs, even before getting around to the nailbiting best-picture finish.

The contenders reflected the gamut of an evolving movie industry, with “Roma” representing Netflix’s arrival in mo

vies, after the streaming service’s model-bending impact on the TV business.

On the flip side, “Black Panther” embodied the blockbusters upon which the studios have come to rely, and the th

ird-highest-grossing US release of all time at $700 million, nearly doubling that total worldwide.

A number of individual nominees registered breakthroughs for women and people of color, only

a few years after lack of diversity among the acting categories birthed the #OscarsSoWhite hashtag.

said it wanted to capture the on-court tantrum of Ms

Williams using satire, caricature, exaggeration and humor, and the

cartoon intended to depict her behavior as childish by showing her spitting a

pacifier out while she jumps up and down.”

  Widely criticized

The cartoon showed Williams with large, exaggerated lips and nose reminiscent of racist depictions of black people in the US during the Jim Crow era.

Williams’ opponent, Japan’s Naomi Osaka, is depicted as a skinny blonde woman, to whom the umpire is saying: “Can’t you just let her win?”

The Japanese-American Osaka is of mixed heritage, and has Japanese and Haitian roots.

”Specifically, concern was expressed that the cartoon depicted Ms Willia

ms with large lips, a broad flat nose, a wild afro-styled ponytail hairstyle different to th

at worn by Ms. Williams during the match, and positioned in an ape-like pose,” said a statement from the press council.

”It was also noted that the cartoon should be considered in the context of the histo

ry of caricatures based on race and historical racist depictions of African-Americans.”

’Repugnant’When it was first published, the US-based National Association of Black Journalists said the cartoon was “repugnant on many levels.”

UK Prime Minister Theresa May has repeatedly rejected exte

Article 50 — the legal process under which an EU member state can leave — and refused to rule out a no-deal Brexit.

The UK Parliament is due to debate the divorce again on Wednesday when May is expected to update lawmakers on any pr

This weekend she will meet European Council President Donald Tusk on the margins of

In addition to the bomb blasts in Maiduguri, the Nigerian army

said its troops had also repelled an attack Saturday morning by suspected militants on a security outpost in Geidam village in Yobe state.

No one was injured, according to Col. Sagir Musa of the Nigeria army, who said the attempt would not affect voting in the area.

”The situation is calm and peaceful,” Musa said in a statement. “Peop

le have largely turned out to cast their votes without any hindrance.”

The election delay has increased tensions in Nigeria, and there

have been instances of violence in the lead-up to the vote. The British and US governments hav

e warned they would deny visas to, and could prosecute, anyone found inciting violence during the election.

Last week, a terror group with links to ISIS claimed responsibility for a deadly at

tack in Maiduguri on a motorcade carrying Kashim Shettima, the governor of Borno state.

Shettima escaped unscathed. Isa Gusau, the governor’s media aide, told CNN on Thursday that the ambush killed three p

eople, although locals put the death toll much higher. The terror group claimed that 42 people died in the assault.

An archive video report of Trump’s 1996 Moscow trip

emerged online in late January. The news report — misidentified on You

Tube as dating from 1995 — shows Lorber, Lebow and Trump in discussion with Mo

scow’s then deputy mayor, Vladimir Resin, and his staff, with Geovanis looking on from the background.

Blocked numbers and ‘dirt’ on Clinton

Lorber has already been linked to the Senate investigation into Russian meddling in the 2016 elections. The New York Times n

amed him earlier this month as one of the Trump family associates who spoke with Donald Trump J

r. from blocked numbers around the time of a highly scrutinized 2016 meeting at Trump Tower in New York.

That meeting was attended by top Trump campaign advisers –— Trump Jr., the Presid

ent’s son-in-law Jared Kushner, and Manafort — and Russian lawyer Natalia Veselnitskya, who had pr

omised dirt on Trump’s election opponent, Hillary Clinton. Lorber has not responded to multiple calls for comment.
